Here is Stay Crafty With A Blog Named Hero March 2023 Challenge - Somewhere Over The Rainbow, below is the challenge photo:

 

And here is the card I made to attend this challenge:

I used one of the My Monthly Hero stamps & dies set to make this card. I used Distress Oxide inks to blend the rainbow colors on the white cardstock background. Then I die cut the buildings, bridge, and man on the boat with black cardstock. I assembled them together on the rainbow background to make a sunset theme. I stamped "wishing you the best" on the sky. Finish the card by attaching some seagulls dies (from Hero Arts' Cloudy Sky Scene dies set) on the background. Below is another look of the card:
