I used Lindy's Gang Magical powders to make the background on water color paper. Then I run it through Simon Says Stamp's Vine Canopy 3D embossing folder. I white embossed "best wishes" (from Pinkfresh Studio's Modern Scripted Sentiments) on dark green cardstock and die cut it with the matching die. I stacked the die three times and attached it on the background. Below is another look of the card:
